Summary
As indicated in (1) above, I selected two award categories just because the initiative was broad whose purpose was to generate community participation in the process of service planning, implementation, monitoring and evaluation with a view of bringing on board all stakeholders. The two initiatives are just issues that were handled out of many others. However each initiative had its objectives and modest achievements were made as below:

(a)Safe water supply and Sanitation:
The purpose of this initiative was to avail clean water particularly to the Urban poor and marginalised groups through providing water kiosks that are self-sustaining. On the broader sense, the initiative was also unsure that water source were free of all forms of pollution by encouraging community participation in the management of the wetlands resources that primarily perform the filtration process of water thus ensuring the provision of clean and safe water. In this initiative emphasis was put on enabling the community to access safe water by encouraging proper sanitation practices, protecting water sources through use appropriate and affordable technologies and by involving the communities in the management of these resources so as to ensure sustainability.
(b)Waste collection, recycling and re-use :
The purpose of this initiative was to generate community participation in the management of waste collection and disposal by sorting of compositable materials (organic) from non-compositable (in organic) with a view of composting the organic materials on sites of generation for the manufacture of Natural manure for improvement of agricultural yield and avoiding chemical fertilizers with all their attendant problems of food poisoning.

Success were numerous as here under:

(a)Safe water supply and Sanitation:
The marginalized women groups now are official custodians of the wetlands and vet all wetland activities in order to allow only sustainable activities in the wetland. The wetlands are now managed by stakeholders through Laws and regulations that are enacted and implemented by the communities themselves. In this regard the initiative has created efficient institution to manage the wetland resource thus ensuring full protection of the water source from pollutants.

In providing access to good water the initiative has installed several water kiosks and created capacities among the beneficiaries to manage these kiosks sustainably with a view of duplicating similar kiosks from returns of the initiative's kiosks. In this respect several standpipes have been duplicated, by both the initiative and the individual residents. At the moment 95% of the Municipal residents have access to clean and safe water. These water kiosks are self-sustaining. The initiative has therefore created capacities among the municipal residents to manage their own affairs.

In respect to sanitation, Biogas digesters have been constructed to efficiently deal with on site sanitation. In this initiative human waste is used as raw material for the Biogas digester that in turn generate gas for lighting and cooking. This effort has tremendously reduced the nuisance of human waste and produced an alternative source of energy to wood fuel.

(b)Waste collection and re-use:
Sorting of waste is a common phenomenon in the town and back yard composting is fairly being practiced, production and use natural manure is also on the rise. Various compositors have been built and are in use, demonstration projects have been installed to demonstrate that solid waste can be re-used in form of manure. Pilot projects like: green house, fishponds, waste for animal food have been started in the municipality.

The fishpond uses solid waste to produce algae, which constitutes food for fish. This effort is multipurpose the fact that it provides an outlet for solid waste and produces nutritious food for people's welfare. Regarding Green house, plant seedlings are raised on manure so generated from solid waste. This effort creates demand for solid waste and rises plants for greening the municipality while offering employment opportunities to the participating communities. As regards food for animals in this respect solid waste like banana/leaves, cassava, potato pilings are sorted and used as animal fodder which are raised on zero grazing within the municipality the fact that the municipality has no land for free range grazing.

This initiative uses solid waste, generate income to stave poverty and produces milk to improve on nutrition of the Municipal communities. The biggest success in this initiative are being duplicated voluntarily by the Municipal communities. It is anticipated therefore demand for sold waste in form of manure will rise and reduce on the cost of solid waste collection and disposal.
