Delnet Programme, International Training Centre of the International Labour Organization

Delnet is a local development support programme run by the International Training Centre of the International Labour Organization, one of the United Nations' specialized agencies. The International Training Centre of the ILO is based in Turin, Italy. It offers training in areas such as job creation, improving working conditions, workers' rights, equal opportunities and social dialogue. Delnet was created in 1998 in response to a series of needs that local players throughout the world were seen to share.

Delnet is also diversifying its subject matter with customised courses on local development topics. In April 2002, it launched a new course on local development from a gender perspective. More new courses are in the pipeline for 2003.

Participants' evaluation of the programme has been highly positive. One reflection of this is the growing number of local, national and international institutions that work with Delnet each year, whether through their own experts participating directly or by providing grants that make it easier for other institutions to do so. Such institutions include the City of Seville, the Provincial Government of Barcelona, the German Technical Cooperation Agency (GTZ), the Friedrich Ebert Foundation, the Swiss Cooperation Agency, the Inter-American Foundation (FIA), the Brazilian Support Service for Micro-enterprises and Small Businesses (SEBRAE) and a range of agencies in the United Nations system.

The constant growth in the number of institutions and participants has been accompanied by a growing wealth of local development documents, publications and instruments which are available to participants and their institutions. Delnet's electronic library currently holds 6,000 on-line documents, and adds an average of 160 new documents each month.

Over 700 people and institutions from 42 countries in the Americas, Europe, Asia and Africa are currently part of Delnet.

Delnet's training courses and services are available in Spanish, Portuguese and English

Enrolment to Delnet distance learning courses gives access to:

1. The Specialization Course in Local Development (Study time: 220 academic hours); those who pass the course receive the International Training Centre of the ILO's Local Development Specialist Diploma.

2. The Information and Technical Advisory Service, which includes access to:
Delnet's Intranet;

a. Delnet's electronic publications;
b. Personalized attention through InfoDelnet and AsistecDelnet on-line services;
c. Delnetlist mailing list.
d. Length of courses: 1 year
